The Hmong lent their support to the United States during the Vietnam war and in 1975 began
immigrating to the country as refugees. The Hmong have called America home since their
resettlement in the United States. In 2006, a group of the Hmong found each other under the
belief of Kev Ntseeg Leej Niam (Belief in Our Mother), a belief that we are all born by Leej Niam
(Our Mother) and we should love, care, respect, and be kind to one another as brothers, sisters,
and family. We believe that the persons who give us life love us the most and the persons who
we give life to, we love the most. We shall respect the persons who give us life, who are our
parents, and we shall love the persons who we give life to, who are our children, because our
parents give us the blessing of our lives and our children are the continuation of our future
generations.

In 2015, with Leej Niam’s blessing, we sought out to purchase a property to develop a Hmong
town within our host home so our members can have their own home while still embracing our
role as patriotic, productive American citizens. This will also contribute to the community by
providing low to moderate income housing to Leej Niam’s children and those with shared
values, giving them the opportunity to own a home, which is at the heart of every family.

In 2017, a 210-acre property in Oroville, California was purchased for the Hmong town
development using the community land trust model for the development of housing and
business. The name of the town has been established as the Zos Ntuj Hmoov Ntuj Community
Land Trust (ZNHN CLT). Of the 210 acres, 170 acres are dedicated for residential and
commercial development as well as for a school and Leej Niam’s Temple; 40 acres will be used
for agriculture activities. The residential and commercial areas will be developed to provide low
to moderate income housing and business spaces for individuals and families in our community
who need them the most. Our low-income housing, when developed, will be available to any
individuals and families who qualify and share the values of love, care, respect, and kindness
regardless of the individual’s race, ethnicity, religion, or sexual orientation.

We have been working with our Project Manager, Butte County, City of Oroville, civil engineers,
and designers for the conceptual design and the Master Plan of the town since we purchased of
the property. We completed the conceptual design in 2020 and completed the Master Plan in
2022. We are currently working on the entitlement, which must be completed before we can
move forward with the construction process, such as construction documents. We are asking
for your donation to support our work on the entitlement and the development of our low-
